Starting with GNOME 49, Manuals is an official part of GNOME, not in
GNOME Core, but in the Developer Tools set. You can install all these
tools by installing `gnome-devel` on Debian. The official upstream
list is at https://apps.gnome.org/#development

Because GNOME 49 won't be released until a week from now, that list
shows Devhelp instead of Manuals. Manuals is the replacement for the
Devhelp app. I expect we will likely remove Devhelp from Debian during
the Forky development cycle since Devhelp will probably be archived in
GNOME after GNOME 49 is released.

Naming Considerations
-------------------------------
This is yet another very generically named GNOME project. I think this
precise name is unique among apps so I'm packaging this using the
upstream name instead of a Debian-specific rename to gnome-manuals.
