 This provides any runtime-specific code that the generated code that
 oapi-
 codegen generates may need, and therefore is expected to be used with
 deepmap/oapi-codegen (https://github.com/deepmap/oapi-codegen).

I want to package this library to unblock mev-boost, ITP bug #1107167,
and go-ethereum, ITP bug #890541.
