I know there is the torbrowser-launcher, but a proper actual package
would in any case be better.

Downloader packages, have always various issues included:
- if not done right, the possibility of downgrade/blocking attacks
- not included in the package management system (thus things like
check_apt, etc. won't notice if there are updates)
- not build by Debian but some 3rd party
- sources not available as source package

Naive hopes would be, that maintenance would be rather simple (as one
could probably follow more or less what the firefox respectively
firefox-esr package does).
