This python module provides a rate limited wrapper for Python's built in queues
from the queue class. This makes it easy to do concurrent calls to APIs with
high rate limits while still complying with those limits.

I've packaged this already for my own use with MS dataverse APIs, to make sure
I comply with their service protection limits. I think this might be useful
to others as well, and as such I would like to submit this for inclusion in
Debian.

I've asked Kari Pahula <kaol@debian.org> to sponsor this upload, and
he tentatively agreed, if there are no objections from people more
familiar with Python in Debian.
