Hi David, thanks for your interest in packaging Citra! I'm currently the maintainer of yuzu (but I haven't updated the package in a long time) and its dependencies, and I've looked into packaging Sirit in the past.

I would recommend you to avoid packaging this library, as Sirit is meant to be statically linked and does not guarantee any API or ABI stability, as mentioned upstream in <https://github.com/ReinUsesLisp/sirit/pull/28>. It's also pretty small, so it shouldn't be a big deal. yuzu currently does the same.
