mavengem protocol converts a rubygems repository on the fly to a
maven repository and the mavengem wagon uses it to provide gem
artifacts to maven POMs

This is part of an effort to improve the JRuby build chain in Debian.

Although it's most often used to retrieve gems from an online 
repository, it can also be used offline for building other packages in 
Debian thanks to its ability to pick up Ruby gems present in a local 
Maven repository (eg. debian/maven-repo).
