I intend to orphan xmlroff as announed here [1] and here [2]:

The package has an inactive upstream, several open bug reports and several
alternatives in place, which provide the same functionality. To me it looks
like it is half-done. Maybe it would be best to remove it. But if someone is
interested, there might be a chance to revive the package. Thus changing from
RFA to O.
