Whatever package upstream (you) build is not what we will ship in Debian. There exist some packages where upstream is the same as what we ship in Debian but those packages are either highly integrated into the Debian infrastructure or maintained by Debian Developers with upload right who know exactly what they are doing. I don't think you are a DD so even if you don't need a co-maintainer, you will need a DD who can sponsor your work. You are of course absolutely free to distribute your own Debian packages but before this can get uploaded to Debian it needs to adhere to very high quality standards and you need to be committed to support stable releases for multiple years.
