I have many times pushed interdepending packages to NEW at the same
time, without waiting for dependencies to be accepted first. I am aware
that I risk a situation to have packages without their dependencies in
the archive, but waiting for long chains of dependencies to be accepted
serially may take prolonged periods of time.
