This is now a build-depends of (r-cran-)readr which has long been part of
Debian.  This package depends on (r-cran-)tzdb which is still in the NEW
queue so I won't upload it for now, but the packaging is all done in the
salsa repo at https://salsa.debian.org/edd/r-cran-vroom -- it also needs
r-cran-cpp11 from experimental.
