Description : module to manage configuration spaces

ConfigSpace is a simple Python module to manage configuration spaces for
algorithm configuration and hyperparameter optimization tasks.
Includes various scripts to translate between different text formats for
configuration space description.

ConfigSpace is often used in AutoML tools such as SMAC3, BOHB or auto-sklearn.

I plan on packaging auto-sklearn, and this is a dependency of it. But the
solution it provides is generally useful for algorithm configuration tasks.

I intend to maintain this within the Debian Science Team.

I've decided to abandon this idea. There are quite a few other
dependencies that would need to be packaged as well, and I don't use
auto-sklearn that often anymore.
