The current "wireguard" package in debian ships source for both a Linux
kernel module, and the userspace tooling.  Upstream has split out these
two things as wireguard is pending adoption in the upstream kernel.

Debian should still package wireguard dkms packages, for people running
older kernels, though.  This package will take over the wireguard-dkms
package from src:wireguard.
