Do you have the "SOURCE_DATE_EPOCH" environment variable set?

The default was to initialize mtime to 0. Later this got patched to use
the value of SOURCE_DATE_EPOCH and only default to 0 if the environment
variable wasn't set.

I could reproduce the behavior that way and pushed a fix.
