So, thus far the plan is to build Info and HTML docs from the .org
and/or .texi source.  If I remember correctly the .texi is built from
the .org upstream.

Ivy/Swiper/Counsel has updated the license to remove invariant
sections and invariant front and back cover texts:

I'm closing this bug because it's no longer necessary.  The info page and
html documentation will be in included in the next Debian package
based off of the next Ivy/Swiper/Counsel release.  Upstream and Debian
currently have 0.12.0, and I will request a 0.12.1 for because
licensing doesn't support retroactive continuity.
