Add markup to text documents so that any references to Internet-Drafts
or RFCs are changed into hyperlinks, for document authoring.

This is relevant for people who build RFCs within the IETF.  It is a
dependency of pandoc2rfc (see #803892).

rfcmarkup has been deprecated upstream, and will be replaced by
rfc2html, which can be found by svn at:
https://svn.tools.ietf.org/svn/src/rfc2html/trunk

If we want something like this in debian, it should probably be rfc2html
instead of rfcmarkup, which is why i'm closing #820153.
