I do not know who else is working on the repository but I consider it
overly complex to have several branches and the one with debian in the
name not containing any debian/ folder. I wished people would maintain
some kind of default repository layout to let others immediately know
what might be happening.

May be simply re-importing might help. I would try but I do not
understand your repository layout. Upstream is meanwhile at
0~git20190725.d07040d .
