Bug#864079: ITP: backuppc-rsync -- rsync optimised for BackupPC backup utility

Before creating a VCS repo for it: I wonder why the package is ITP'ed
as "backuppc-rsync" despite upstream calls the software "rsync-bpc".

Shouldn't we name the package then "rsync-bpc", too?

Next question wrt. to packaging it, is: Which version to package?

The only released versions seem to be based upon rsync 3.0.9 (last
included in Debian 7 Wheezy) while rsync itself is at 3.1.2 now. In
the master branch there seems to be a version which has currently the
working title 3.1.2.beta0.

So shall we start with 3.0.9.12 or 3.1.2.beta0? (I tend to stay on the
safe side and start with 3.0.9.12, but then we at least should try to
apply all security updates against rsync 3.0.9 in Wheezy.)
