I'm the author of the original ITP (later an RFP) for this. Thanks for
picking that up again! At the time, the software was licensed under the
ISC license and not Apache2; there was no LICENSE file in the source
tree and not all files had license headers, which would made the ones
that didn't, undistributable.

I was in touch with folks from Nominum back then, but didn't manage to
get this sorted out. Hopefully those issues have been fixed since, but
just wanted to give you a heads-up regardless :)
