GnuCOBOL implements a substantial part of the COBOL 85, COBOL 2002 and COBOL 2014
standards and X/Open COBOL, as well as many extensions included in other COBOL
compilers (IBM COBOL, MicroFocus COBOL, ACUCOBOL-GT and others).

This would replace the "open-cobol" in the archive, which is orphan since
4 Aug 2016 (#833460). The upstream project changed its name in 2013.
I need a sponsor because this is my first submission, and a pretty tough one (contains libs, need to replace some packages and remove older one from the archive, ...)

gnucobol is already in testing and unstable now so this ITP bug can be closed.
