Python 2/3 library for the GitLab APIs v3 and v4

This package is meant to replace the current package with same name
which contains a different library from https://github.com/pyapi-gitlab/pyapi-gitlab/
Such library does not support API v4.
Also, the two libraries have clashing namespaces:

Alternatively, the new packaged could be named python-pygitlab and make
use of "Conflicts" to prevent clashing.

The package will be maintained under the "debian" group on:
