I am abandoning the intent to package Zuul. I never got time to polish
up the package I did and missed a lot of python module dependencies anyway.

Upstream has a new Zuul major version which one might want to package
one day.

For my main use case (Wikimedia) we are moving out of Debian packages
for that kind of softwares. So there is no incentive for me to polish up
a package.
