My original intention was to use this to detect the arrival of a device
in qcontrol but I never got round to it because there was a (rather
minor) licensing issue. I made an upstream PR https://github.com/dodo/l
ua-udev/pull/4 but it never got a response in the 2.5 years since
(neither did a misc set of fixes in #5).

So given I don't need this any more and it appears to not be too
actively maintained closing this RFP (was ITP).
