But the kernel-provided stack can't be manipulated by userland for
e.g. VPNs, ppp, etc. without having to be root.

Actually, there is already an old lwipv6 in the archive, used by umview
and vdetelweb. Hopefully this updated version will be usable by them and
we can get rid of the old version.

Hurd does use an old Linux stack. It can make use of liblwip instead.
