splitcpy is a CLI utility which uses multiple parallel ssh sessions to
copy individual files over the network. It helps characterize and
circumvent per-stream traffic restrictions on a network connection.

splitcpy operates in a mode analogous to rsync. The package must be
installed on both the source and destination nodes. The two instances
negotiate with each other to copy the file.
