Done, i added a GPLv3 license file. I won't bother adding the license
header to all files.

Shipping the "upstream" `debian` directory is undesirable[2]. I suggest
you to use at least a different branch in the repo of yours for Debian
packaging, or as many would prefer instead, Alioth[3]

Debian packaging is now in it's own branch in github.

Looks like using Alioth is not recommended anymore:

Squash the `debian/changelog` to contain just one proper entry, and
