This can prove useful when working with third parties APIs which require for example a maximum of 10 requests per second. --- The library is a dependency of newer versions of snakemake (introduced at some point between 3.13 and 4.3). I am not actively using the package (yet); if I actually start spending time on snakemake, I will change this to an ITP.
