Client for etcd API v3.
etcd is a distributed reliable key-value store for the most
critical data of a distributed system.

There is similar package python-etcd already, witch supports
API v2. But we need support for API v3.
This package is dependacy for openstack/tooz.
I want maintain this package under DPMT.
