packer is available in the debian archive
(https://packages.qa.debian.org/p/packer.html) and will accept most of
veewee templates

since this RFP has not seen activity since 4 years, we closed it during
the debian cloud sprint

note that if you're intersted to build debian images with packer, you
can have a look at
