This is a SRM (Storage Resource Manager) protocol client, providing programs
for copying, quierying of meta-data, listing and space management.


The license can probably be found here:

Maybe it makes sense to call the package just "srmclient", at least
I don't know of any other than this one, provided by the dCache folks.
