The default server is definitely hardcoded, and it is hosted by the author who has explicitly absolved himself of any responsibility to maintain it in the long run. But yes it is also possible to specify relay and transfer servers manually from the command line (which of course reduces a lot of the "magic"). I would say that the current dependence on a shared central server is the one achilles heel of magic-wormhole. The author is actively working on ways to reduce that dependence, though (e.g. MDNS). jamie.
