If you want to maintain the fbset package which is currently orphaned
please read

https://www.debian.org/devel/wnpp/ and do the steps listed there with the
original O bug, #740580. You should also read the bug first.
Then you should read the usual packaging documentation, starting e.g. at
https://mentors.debian.net/intro-maintainers
