Control: block 820976 by 789019

failure during testing of the system and investigating the failure show
that this feature depend on bug #789019 being solved, as the appfap
system uses the /sys/fs/cgroup/cpu/cpu.cfs_quota_us setting to limit the
priority of desktop applications. :(

I've so far only tested on Debian Stable, and do not know if cfs is
enabled in the unstable kernel.
