This is the ITP for the libretro core. Let's split it from the
Snes9x package, upstream is quite dead / unresponsive to the
libretro PR (https://github.com/snes9xgit/snes9x/pull/60)

Snes9x is a cross platform SNES emulator, fast and it has a good
compatibility with commercial games.

This ITP is for the libretro core, thus you'll need a libretro
frontend to run it, like RetroArch.
