In such case you need to add comment to "debian/copyright" with a link to
some sort of verifiable evidence of copyright.
IMHO it will be best to open ticket with upstream asking 'em to add copyright
statement and include bug URL to "Comment" field once upstream reply.
Once I had a package rejected due to similar problem...
