Bug#735200: packaging proposal

Hi,

Some time ago I put together iprutils packaging locally, although I
never uploaded it in the end. Adam Conrad asked me to look at this and
reconcile my packaging with what's here. I've made a number of
improvements, including:

 * Remove mostly-unused libpci dependency, which is arguably a GPL
   violation.
 * Add a udeb, since my understanding of this code is that it may well
   be useful during installation.
 * Machine-readable (DEP-5) and policy-compliant (include entire text of
CPL directly rather than in a separate file) copyright file.
 * Use patched versions of upstream initialisation scripts rather than
   maintaining entirely separate copies.
 * Packaging in git-dpm with full upstream git history, for better
transparency and easier ongoing maintenance (I don't believe in
having packages not in good version control :-) ). Vcs-* fields
point to packaging rather than to upstream, per policy.

I don't want to hijack your ITP without your consent, and I'm not that
fussed about whose name ends up in the Maintainer field (although it
doesn't look like it'd be much ongoing effort to maintain, and since I'm
already a Debian developer I'd be quite happy to take care of it). I do
think the above improvements are worthwhile, though.

I've put my packaging in collab-maint so that we can collaborate on it
easily - I think you just need to request access to the collab-maint
project on alioth.

  Vcs-Git: git://anonscm.debian.org/collab-maint/iprutils.git
  Vcs-Browser: http://anonscm.debian.org/gitweb/?p=collab-maint/iprutils.git

Would you be OK with me going ahead and uploading this?

Thanks,
