Bug#739997: ITAs are not the proper way for handling MIA maintainers

Hi Chris,

please don't abuse ITA bugs for trying to steal packages from people 
whom you suspect to be MIA.

Section 7.4. of the Developer's Reference Team descripes the proper
procedure.

It is also very bad for Debian as a whole when only one package of a
MIA maintainer gets adopted, and the others stay "maintained" by a MIA 
maintainer instead of being properly orphaned.

In this specific case, Ron is quite active on #debian-devel so you 
shouldn't have problems discussing that with him.
