Bug#730983: Festival Voices and Czech voices

Dear All,

This email is to make it official. TTS will adopt festival-czech plus the individual czech voices.

We will also adopt freebsoft utils which is written solely in festival's internal dialect.

@Milan - Thanks for your reply regards default encoding. I now have the voices working on the README.cs

file. I am just doing a light familiarization with the source. I will email you directly in the next few weeks about

a short text Czech sample text once I have a better feel of what would be useful for testing.

I will be setting up alioth git repositories for packaging soon so all TTS members will have access to packaging.

P.S. The TTS group is welcoming for contributors who have an interest in text to speech. TTS group

adopting these packages is not intended to exclude anyone who wishes to contribute to Czech

voices.
