Bug#673225: par2cmdline: new upstream?

So someone posted to the bup list that par2 had broken backward
compatibility (in 0.6) for bup, and they pointed here:

I think we may have worked out the compatibility issue with the author,
but then I wondered how that repository relates to
http://parchive.sourceforge.net/.

I've asked the github author, but thought I'd see if you knew the
situation too.
