Description : functions that implement a high-level library for
retrieving and uploading files using Uniform Resource Locators
While a strong part of the FreeBSD disto there's no reason this code
can't be packaged for use elsewhere. It seems to have been used
elsewhere already such as a dependency in Arch and some ssl
implementations.
