The lib might not be ready for packaging right now.
Contacted the upstream devs and this was the answer:
''BitcoinJ does not have a stable API so it doesn't make much sense to have it be dynamically linked, and the Java world already has its own apt-get style infrastructure called Maven. Also, Debian packages have a history of falling behind and for security critical software that's a problem. ''
I might still work on the package later. Until then, I am releasing the ownership of the bug.
