 This PHP library provides an interface for detecting registered
 domains and public suffixes of domain names.  This can be useful for
 determining cookie domain boundaries, other same-origin policies,
 domain aggregation for spam scores, etc.

I'm upstream on this new PHP module.  I'm not a big fan of working
within PHP, but i'd like for folks who do have to use PHP (including
myself) to be able to access the public suffix list simply and
reliably.
