The Toolkit for Advanced Optimization provides a scalable solver for
nonlinear programming. It can be applied to unconstrained minimization,
bound constrained optimization, and general nonlinear optimization.

It is based on the Portable Extensible Toolkit for Scientific Computing
(PETSc).

I have prepared a Debian package and seek a sponsor for uploading.
