By reading the README though, I cannot see anything preventing fbsplash being included as even if tools are not available for creating your own theme, you can still use the ones from http://wiki.tuxonice.net/UserUI/Themes (later on, perhaps themes could be added to the package itself or to a separate package if you feel it could be useful). While I would have any problem uploading the package you did if fbsplash was not already there before, I would prefer not to get rid of existing fbsplash stuff if it can work.
