Bug#644519: Initial build

Hi,

I've been working on this today, and appear to have a working .deb. This is my first Debian packaging though, so I've been working through the "Debian New Maintainers' Guide". I'm not convinced I've done this properly, so I'd appreciate a review, and some guidance.

This package basically just requires dropping some files in place, so I did all that with an 'install' file, and so didn't put anything in 'rules'. I *think* I've registered the various docs in the right places, but I haven't completed the man page yet. I'm also not sure about whether to just include just the principal developer in the 'copyright' file, or also add the various other maintainers and contributors.

Anyway, let's just say it's a work in progress. I've posted this up on github (https://github.com/ergonlogic/drush-make/tree/debian/debian) for now, pending potentially moving it over to the main Drush Make repo at http://drupalcode.org/project/drush_make.git.
