Some files contain the following:
* Copyright (C) 1991-1994, Thomas G. Lane.
* This file is part of the Independent JPEG Group's software.
* For conditions of distribution and use, see the accompanying README file.
And in README file there's no license stuff.
There seems to be some copyright issues in the upstream tarball.
We are waiting for the upstream to solve this.
