I read https://jawnsy.wordpress.com/2009/06/12/debian-perl-packaging/
and thought I'd make a wish! :-)

I use Crypt::SMIME to sign outgoing mail created with MIME::Lite, and I
think it could be generally useful if this module was more widely
available.

I've created a .deb for personal use, but I'd go and try to create an
uploadable one if you'd care to look at it and teach me about its
shortcomings rather than just doing it yourself.
