Bug#527199: debdist target in Makefile

Sorry, when I mentioned just the ftputil Makefile, I
actually meant its `debdist` target.

Note that the current Makefile and package data refers
to the current in-development version of ftputil, not
the current stable version mentioned in the bug report
title.

Please tell me if you need more information.
