The OSM MapTilePackager is part of the OSMDroid project (OSM for
Android,
which itself does not make much sense to be packaged for Debian, does
it?).
It does not need Android and can run on any JVM.

The MapTilePackager downloads OSM's map tiles (bitmaps) within ranges
(zoom
levels, coordinates, etc.) that can be specified.

A map tile directory structure is created, in the same format as used by
OSM
itself as well as by many applications that can use these files as cache
(for example OSMDroid, AndNav, mapping applications from OpenMoko, etc.
