Bug#550817: gitolite changes to make it easier for distro packagers

Hi Rhonda, Martin (and any others),

Could you please take a look at the new "dps" branch of gitolite on
github when you get a chance?  The latest commit is
http://github.com/sitaramc/gitolite/commit/1ecdd4618e58c03dd7aea39bab34f3244d0135f7
and it's basically my attempt to make it easier for packaging.

In particular, doc/0 now has an appendix for package maintainers,
which can also quickly be seen at
http://github.com/sitaramc/gitolite/commit/1ecdd4618e58c03dd7aea39bab34f3244d0135f7#L0R224

I hope you like this, and if there's anything else I can do please let
me know.  "dps" is currently built off of "pu" and it will be merged
into "pu", then eventually "master".  I'd appreciate any testing or
comments from you.
