I'm actually making some progress on a package, so I'm going to go back
to an ITP.  5.1.3-1 is at the URL below, though only two modules build,
and I have yet to attempt any testing, so it's definitely not ready to
upload.

I'll either make rapid progress in the next couple of days, or it will
wait for a few weeks...  In the meantime, feel free to build on it.
